No Dumping

I went outside today to find one of my neighbors dumped a bunch of dirt and grass in my yard. Basically on the blind side next to the street on the other side of my fence. Now I have to fix it or I won't be able to mow there. Even if he thought it was city land it was a stupid thing to do. One of my neighbors (CH) said it was another guy, but it was her front yard being worked on by a guy in a spotless BMW SUV.
